Gentlemen:

It is a requirement of law that the local board grant the lowest classification for which a registrant is eligible. I am eligible for II-S and for this reason forms have been sent to you. In every circumstance I have complied with the instructions of the local Selective Service Office affiliated with your board in regard to this matter.

I can therefore conceive of no reason whatever for the improper classification which has been maintained nor for the order sent to me.

These facts have previously been brought to your attention in a registered letter RECEIVED IN YOUR OFFICE on October 8. I have to this date received no response to this information and must therefore conclude that the board is in agreement with my position. The only correspondence received from your office subsequent to your receipt of my letter was (first) an oddly repetitive request for II-S classification, which form was mailed prior to your receipt of my letter, and (second) a request for this letter.

I wish to emphasize again that I have in every case carefully followed the instructions of the Selective Service System as I understood them, that the Registrar's Office of North Central College did similarly, and that I have been and remain in contact with the nearest expert in selective service law.

I repeat my belief that the order in question was improper and I further believe that the impropriety of the order was and remains sufficient grounds for ignoring that order.

If there is any reply that can be made to this statement, I would appreciate and do request that such reply be made fully and in writing to me.
